How to Apply for ETC in China

Doesn’t the following 2 situations so familiar to you?

Driving on the highway in China and you will find sometime it’s take so much time to go through a toll gate.

OR

WeChat Pay is so convenient that you forgot to bring some cash and you have to borrow 5 RMB from other drivers?

But with ETC ( Electronic toll collection) that all changes.

If it’s your private car, the documents you will need:

* Original Passport 经办人有效身份证原件

* Original Vehicle License 车辆行驶本原件

* Drive to the ETC office ( with official car plate on) 开车到速通网点办理 (上正式车牌)

If you are using company’s car, then you will need to provide more documents

* Recommendation Letter from the company with company’s stamp 车辆所有人介绍信

* A Copy of Company’s Organization Code with company’s stamp 组织机构代码证复印件加盖公章

* A Copy of Company’s Business License with company’s stamp 营业执照复印件加盖公章

* Original Passport of the car user 经办人有效身份证原件

* Original Vehicle License 车辆行驶本原件

* Drive to the ETC office ( with official car plate on) 开车到速通网点办理 (上正式车牌)

With all these document, you need to pay 300 RMB for the ETC machine and top up the card.

How to top up your ETC card

There are 3 ways to top up your ETC card.

1. With cash or your bank card with UniPay logo on, you can top up at the ETC offices.

2. With cash or your bank card with UniPay logo on, you can top up at the rest areas.

3. Every time you top up your ETC card, the minimum amount is 50 RMB

Cancel the ETC card 办理储值卡清户手续

For private car user, you will need:

* ETC Card 储值卡

* Original Vehicle License 车辆行驶本原件

* Original Passport 经办人有效身份证原件

* Bank Card 银行卡

For company’s car user, you will need:

* ETC card ETC储值卡

* Recommendaion Letter from the company with company’s stamp (Mark out the ETC card number to cancel and the bank account) 车辆所有人介绍信 (注明办理注销清户的速通卡号、收取退费的银行账户信息)

* A Copy of Company’s Organization Code with company’s stamp 组织机构代码证复印件加盖公章

* A Copy of Company’s Business License with company’s stamp 营业执照复印件加盖公章

* Original Passport of the car user 经办人有效身份证原件

* Original Vehicle License 车辆行驶本原件

* Drive to the ETC office ( with official car plate on) 开车到速通网点办理

The rest of the money in the ETC card will return to the bank account you provide in 31 days.

Update / Change the user information

There are two situations of updating the user information.

If the car owner is still the same, but the car plate, contact phone number, or contact address is changed, you can directly go to ETC office to change the information.

In this case, you will need to provide the ETC card, the original ID card of the car owner and your original ID/Passport, and a letter of attorney.

 
If you’re driving company’s car, you will need: the ETC card, recommendation letter from the company (车辆所有人介绍信), a copy of company’s organization code with company’s stamp (组织机构代码证复印件加盖公章), a copy of company’s business license with company’s stamp (营业执照复印件加盖公章) and your original passport.

If you need to change the car owner, first of all, you need to change your ETC card then can you change the car owner’s information part. And all of the card user under the previous car owner’s name have to be cancelled first and move it under the new car owner’s name. This will need to be extra charged.

车辆所有人变更

* 办理车辆所有人变更业务时，须将速通电子标签变更后，方可办理速通卡的车辆所有人变更业务
* 原车辆所有人须将预变更速通卡注销清户
* 新车辆所有人申办速通卡
* 办理车辆所有人变更须交纳变更费用
